Despite this bleak picture there are hopeful developments around the world, such as the burgeoning international commitment to human rights. In addition we have the growing public outrage within the more urbanized and educated sectors of various countries, and the emerging movements against male violence and rape.
In Nagpur, a city in central India, angry crowds of women, fed up with the inaction of courts and police and fearful of being victimized yet again by rapists who are seldom prosecuted and who feel free to repeat their crimes, have taken the law into their own hands. In several instances, they have attacked and killed serial rapists who had terrorized whole neighborhoods. “We have all waited for police to act, but nothing happens. The molestations and rapes go on and nobody does anything,” charged a women’s rights activist in Nagpur.105
Meanwhile a senior advocate of the Supreme Court, Arvind Jain, issued an extraordinary statement to the women of Nagpur and the rest of India. He called upon female students not to hesitate to kill the man who tries to rape them, because in India fighting a case against a rapist is far more difficult than fighting a case of murder in self-defense. “In my view,” he said, “rape is an attempt of the male community to terrorize the entire female community, telling them, ‘Look it can happen with you as well if you refuse to obey the male.’”106
